Gerald Joseph Semling Oct. 26, 1935 March 27, 1999 Gerald Joseph Semling, known as Jerry and Grandpa Tubby, 63, 578 E. Sanborn St, Winona, died Saturday, March 27, 1999, at Winona Community Memorial Hospital. The federal report comes after a 1997 state report found that Minnesota's eligibility criteria for EBD were confusing and ambiguous to educators, raising the pos-, sibility that too many children were being labeled. Some fear that teachers are pushing the EBD label as a way of getting un- ruly children out of their regular classrooms.

"We have overidentified kids as i-EBD because we don't want to deal with the behavior issues," Robertson said. K. Black children and boys are overly represented in the EBD category, and the federal report cites some reasons why: Girls are more likely to internalize prob- lems such as anxiety and depres- sion that do not interfere with classroom management, while boys are more likely to disrupt classrooms. The report said high- er classification rates for blacks could be due to teacher expecta- tions of what constitutes "normative" behavior. Minnesota's EBD caseload hit a high of 17,633 in December 1997 but actually declined slightly the following year, to 17,612, accord- ing to Norena Hale, a state super- visor in the division of special ed- ucation.

The drop came during a time when the overall student population was growing. Hale said state officials have not studied what caused the decline, but she said EBD students have higher dropout rates and move more often than other stu- dents. She called EBD "an emerg- i ing category" that can be harder to deal with than other disability categories. State From page 1A is not classifying too many children. Following his Gerald Joseph Samling education, he worked for Bay State Milling in Winona, and lived at Bluff Siding, Wis. He later purchased his own dairy farm in the Pieper's Valley area where he farmed for the next 17 years. Jerry was also employed with Winona Van Norman for 10 years. For the past 12 years, Jerry was a custodian for Winona State University and was recently working part-time at Bluff Siding Spur Station. Jerry married Lorraine Dingfelder on Aug.

4, 1956, in St. Stanislaus-Kostka Catholic Church, Winona. He was a member of the Eagles. Jerry loved to garden and enjoyed being outside and staying busy. He is survived by five sons, Thomas James of Dodge, Terry Joe of Fountain City, Timothy Lee (Wanda) of Arcadia, Todd Werner (Bobbi Jo) of Bluff Siding, and Ted Raymond of Eau Claire; two daughters, Linda Sue (Pat) Joswick of Lewiston and Lori Kay Olson of Winona; 14 grandchildren, Raequel Phillips, Dustin, Jacob, Samantha, Sarah, Timothy, Jessica, Michael and Zachary Semling, Terry Molden Joshua Olson, Jamie, Chrissy and Patrick Joswick; one great-granddaughter, Sierra Wolfe; four brothers, Werner Jr.

(Virginia) of Elkhorn, James (Bernice) of Fountain City, Lindon (Charlene) of Winona and Steve (Lori) of Arcadia; and three sisters, Duella (Robert) Murphy of Fountain City, Bonnie (Gary) Barnak of Woodbury, and Roxanne (Doug) Borkowski of Winona. He was preceded in death by his parents; one brother. Marcel; and one sister, Gladys Pampuch. A Mass of Christian burial will be celebrated on Wednesday, March 31, at 10 a.m. at Immaculate Conception Catholic Church, Fountain City, with the Rev.

J. Thomas Finucan, celebrant. Friends may call from 4 to 8 p.m. Tuesday at Colby-Fawcett Funeral Home, Fountain City, and after 9 a.m. on Wednesday.

A prayer service will be held at 7:30 p.m. Tuesday and preliminary services will be held at 9:30 a.m. Wednesday, both at the funeral home. Interment will be in Pieper's Valley Cemetery, rural Fountain City. Casketbearers will be Jerry's sons and son-in-law.

Beverly A. Dregney, 56, of rural Mondovi, died Sunday, March 28, 1999, at her home. She was born Jan. 4, 1943, in Mondovi. She married Ronald Dregney; they had two sons.

John was bom on May 30, 1904, in the state of Bavaria, town of Pfarrkirchen, Germany, the son ot Anton and Maria (W i a I Reithmaier. He married Adelaide Nichols in Chicago, on Oct. 19, 1935.

She died on March 10, 1991. In 1928, with the rise of Hitler youth groups, John immigrated to America with the encouragement and support of his parents. He worked for the Little Sisters of the Poor in La Grange, and later as building and grounds superintendent at Mercy High School on Chicago's south side. From 1948 until his retirement in 1977, he worked for Ward Baking Co. as stationary engineer.

He moved to Winona in 1922 after the death of his son, John. John is survived by one son, Roger (Kathy) Reitmaier, Winona; two daughters, Mary Virginia (Bernard) Russell, St. Petersburg, and Roberta (Thomas) Cogan, Round Lake Beach, daughter-in-law, Janet Reitmaier, Bensenville, 15 grandchildren; and nine great-grandchildren. He was preceded in death by his parents, wife, son John, four brothers, Anton, Fred, Willie, Otto, and sister Anni. Memorial Mass will be celebrated on Wednesday, March 31, at 3 p.m.

at the Cathedral of the Sacred Heart, Winona. Friends may call one hour prior to the service at the church. The recitation of the rosary will take place at 2:30 p.m. The celebrant will be the Rev. John M.

Sauer. Interment will be in Holy Sepulchre Cemetery, Alsip, III. Honorary pallbearers are Julie Frickson, Jason Frickson-Jaszewski, Gene Klade, Carol Swan, Fern Hurlburt and Ruth Sawyer. John was a person of love, honor and integrity who lived his faith in God and met his fellow man with compassion and kindness. Although he lived in Winona for just seven years, he was an inspiration to many who knew him and his joke telling and singing were a source of joy. He never took himself too seriously. His passing leaves a void in the hearts of those who loved him. His family takes great comfort in the fact that his spirit lives on.

She attended business school in New York City and was the editor of "Marine Age," a maritime shipping publication. On Jan. 7, 1944, she married Eino A. Maki in Brooklyn and they moved to Staten Island to raise their family. Anne was active in PTA and volunteered regularly in the school library.

She was an avid reader, loved cooking for her family and enjoyed animals, especially Lovey the cat. Anne was proud of her Finnish heritage and was devoted to her family and grandchildren. In 1977, she and Eino retired to Minnesota in the Duluth area. They moved to Winona in 1 991 Survivors include her husband, Eino, of Good Shepherd Lutheran" Home; a daughter, Marylin (Lyle) Kiral of Lewiston, a son, William (Linda) Maki of Montvale, N.J.; five grandchildren, Jennifer (Shawn) Becker of Moorhead, Tom Kiral of Lewiston, and William, Christopher and Melissa Maki, all of Montvale, N.J.; one great-granddaughter, Mikenna Anne Becker; nieces; nephews; and other relatives and friends. Besides her parents, Anne was preceded in death by her beloved brother, Arvo "Buddy" Nurmi, in 1980.

Funeral services will be held Wednesday, March 31, at 1:30 p.m. at Fawcett-Junker Funeral Home Chapel, Winona, with the Rev. Wade E. Davick of Central Lutheran Church officiating. Visitation will take place on Tuesday from 5 to 7 p.m.

Because of Anne's love of animals, the family requests that memorials be directed to the Winona Area Humane Society in lieu of flowers. Remember when 10 years ago 1989 Joey Hoialmen, a senior who became the first Winona High state wrestling champion, led a group of Winona High athletes, cheerleaders and MissSteps who were honored Tuesday at the winter sports award program. 25 years ago 1974 Tom Riska scored 18 points and pulled down 22 rebounds to lead Johnny's East Side Bar to a 67-61 defeat of Steve's Lounge, in the championship game of city league Class basketball playoffs.
